Description
Market Research Only Not a Solicitation Notice purpose The Department of Veterans Affairs (VA), National Cemetery Administration (NCA), is conducting market research to identify capable, interested Service-Disabled Veteran-Owned Small Business (SDVOSB) prime contractors for a potential construction acquisition at Washington Crossing National Cemetery, 830 Highland Road, Newtown, PA 18940. This notice is issued solely for information and planning purposes. It is not a Request for Proposals, does not constitute a commitment to issue a solicitation or award a contract, and does not authorize reimbursement of response costs. Anticipated requirement The contemplated design-bid-build construction effort includes extensive excavation, grading, stormwater and utility infrastructure, roads, curbs, paving, irrigation and controls, columbarium construction, installation of approximately 8,500 Government-furnished pre-placed crypt units, and repairs/renovations to the Public Information Center and maintenance building. The design documents will identify approximately 4,080 columbarium niches. Facility work includes architectural, mechanical, electrical, plumbing, envelope, and interior improvements. Construction will occur at an operating national cemetery; access, safety, visitors, and interment services must be accommodated. The period of performance for this particular project is estimated to be 12-18 months after the issuance of the notice to proceed (NTP). Government-furnished materials and contract interfaces Pre-placed crypt units will be procured by VA through a separate contract administered by the Memorial Products Service (MPS) and furnished for installation under the contemplated construction contract. The construction contractor will not purchase those units. Receiving, unloading, inspection, storage, handling, damage responsibility, and delivery coordination will be defined in the eventual solicitation. The procurement and furnishing responsibility for columbarium niche covers remains subject to Government confirmation. Estimated magnitude and acquisition approach The Magnitude of Construction for this project is between $10M - $20M IAW VAAR 836.204(h)(1). The Government is considering a firm-fixed-price construction contract and a competitive SDVOSB set-aside, subject to market research and applicable statutory and regulatory requirements. The anticipated NAICS code is 237990 (Other Heavy and Civil Engineering Construction), subject to final determination. No final solicitation method, schedule, set-aside decision, or contract line-item structure has been established. Requested capability statement Interested firms should submit a concise capability statement, preferably no more than 12 pages, addressing the following: Legal business name, address, primary point of contact, email, telephone, UEI, CAGE code (if available), and website. Current SAM.gov registration and SBA VetCert SDVOSB certification status; identify any proposed joint venture and its members. Whether the firm intends to submit an offer as a prime contractor and whether it is a small business under the proposed NAICS code. Three to five relevant projects performed within the past ten years, stating customer, contract number (if available), prime/subcontract role, dollar value, scope, completion status/date, and point of contact. Highlight earthwork, stormwater systems, roads, precast installation, columbaria, and renovation of occupied facilities, particularly those with NCA. Available single-project and aggregate bonding capacity, supported by a surety letter if readily available; do not submit sensitive financial statements. Approach to managing simultaneous civil and building work, subcontractors, quality control, safety, scheduling, and work within active cemetery services. Experience receiving, coordinating delivery of, handling, and installing Government-furnished precast concrete products. Anticipated self-performed work and general approach to applicable limitations on subcontracting and similarly situated entities. Whether the combined project scope and proposed schedule are commercially practicable; identify meaningful competition barriers or recommended packaging alternatives. Any additional market information that would help VA develop a clear, competitive requirement.
