Description

The U.S. Embassy Ankara required a short-term ordering vehicle for new Apple iPhone 17 base model smartphones, 256GB capacity, Black preferred, for official Mission T rkiye use. The requirement was structured as a single-award, firm-fixed-price IDIQ delivery-order contract with a minimum guarantee of ten (10) units and a maximum contract quantity of one hundred (100) units through September 30, 2026. The awarded product is the technically accepted configuration proposed by Turkcell: Apple iPhone 17, 256GB, Black; new, genuine, factory-sealed, factory-unlocked, legally imported or supplied through a lawful local channel, BTK/IMEI compliant, and supported by Apple T rkiye warranty coverage and authorized service availability in T rkiye. Award was made under the RFQ's Lowest Price Technically Acceptable (LPTA) method. Technical acceptability was pass/fail. No tradeoff, best-technical ranking, or extra credit for exceeding minimum requirements was applied. The Technical Evaluation Panel performed the non-price technical-administrative review; the Contracting Officer retained price evaluation, currency conversion, responsibility determination, and final award authority.
