SPECIAL NOTICE: Intent to Sole Source 1. General Information Notice Type: Special Notice / Intent to Sole Source Service Code: J066 Maintenance, Repair, and Rebuilding of Equipment NAICS Code: 811210 Electronic and Precision Equipment Repair and Maintenance Requesting Office: National Oceanic and Atmospheric Administration (NOAA) / Southwest Fisheries Science Center (SWFSC) 2. Description The National Oceanic and Atmospheric Administration (NOAA) Southwest Fisheries Science Center (SWFSC) intends to award a sole source contract to Standard BioTools, Inc. to provide on-site field service, applications support, and repair authorization for the agency s Standard BioTools EP1 instrument (serial number 50025). This requirement is to support critical genetics, genomics, and fisheries research programs, including coho salmon captive broodstock and related laboratory operations. The contractor shall complete the following tasks: Task 1 on-site repair and calibration of EP1 Task 2 on-site validation of repair Task 3 warranty period explicitly stated Applicable Standards The EP1 should be restored to its full operating specifications as defined by the manufacturer Standard BioTools/Fluidigm Corporation. Special Requirements Repair personnel should be deemed highly qualified by Standard BioTools/Fluidigm Corporation, and should be experienced in repairing the Fluidigm EP1 instrument. Required Knowledge and Experience Repair personnel should possess specific expertise in repairing, calibrating and testing the Fluidigm EP1 instrument. 3. Justification Standard BioTools, Inc. is the Original Equipment Manufacturer (OEM) of the EP1 platform. Market research has determined that Standard BioTools is the only source capable of providing the necessary factory-authorized field service engineers, proprietary parts, calibration standards, and applications support required to maintain the instrument s performance and data integrity. Use of non-OEM service providers would risk voiding existing warranties and compromising the regulatory and scientific validity of research data. Therefore, this acquisition is being pursued as a sole source procurement under the authority of 41 U.S.C. 1901. 4. Submission of Inquiries This notice is not a request for competitive quotes. However, any party that believes it can provide the required services and maintain the OEM standards for the EP1 platform may submit a capability statement for consideration.
