Description

This solicitation seeks proposals for printing services for the U.S. Embassy Hanoi and its agencies under a Blanket Purchase Agreement (BPA) for the period November 2026 through December 2030. The Contractor must have extensive experience providing printing services and be capable of delivering high-quality work in accordance with the technical requirements outlined in the attached Request for Quotation (RFQ) package. The Contractor shall submit a quotation inclusive of VAT (if applicable) and any other anticipated charges. The quotation must address all elements of this Statement of Work (SOW) and demonstrate the Contractor's ability to provide qualified personnel, necessary equipment, and sufficient financial resources to perform the required work. Your quotation must be submitted electronically to HanoiGSOProcurement@state.gov no later than October 22, 2026, at 17:00 local time. Quotations received after this deadline will not be accepted. All quotations must be submitted in English; incomplete proposals will not be considered. Any questions regarding this RFQ please submit HanoiGSOProcurement@state.gov on or before October 12, 2026 at 17:00 local time. Questions submitted after this deadline will not be answered. Answers from the Embassy will be issued no later than October 15, 2026 local time. The U.S. Government intends to establish the Blanket Purchase Agreement (BPA) with the responsible offeror submitting the lowest-priced, technically acceptable quotation that meets all solicitation requirements. Quotations must remain valid for a minimum of 120 calendar days and must include all applicable taxes and other charges relevant to the U.S. Embassy Hanoi, Vietnam. We intend to award the BPA based on initial quotations, without holding discussions. However, we reserve the right to hold discussions with companies within the competitive range, should the need arise.
