HWAD Industry Day 4 QA2 28 August 2025 Update The Government is providing the updated tentative milestones below for the Operation, Maintenance, and Modernization of Hawthorne Army Depot Solicitation. Final RFP Release: 24 September 2025 Phase I Proposals Due: 27 October 2025 Phase II Proposals Due: 21 November 2025 Contract Award: 29 May 2026 Transition Period Ends: 29 December 2026 19 August 2025 Update The Government is opening an additional window for submission of questions regarding the information previously posted to SAM under Sources Sought W519TC-25-S-HWAD and Virtual Technical Library W519TC-25-V-HWAD. Please submit all feedback in an Excel spreadsheet and refer to the specific document and text of the document, including the document section, page, and paragraph in your submission. HWAD Two-Phase Q&A 09 July 2025 Revision The Government is posting an updated Draft Request for Proposal (RFP) for the Hawthorne Army Depot competition. The purpose is to obtain industry questions, comments, and feedback on its contents prior to release of the Final RFP. The Government is not utilizing this document to negotiate or solicit proposals, and the issuance of this Draft RFP does not serve to bind the Government in any way. Portions of this Draft RFP are subject to change. Please submit all feedback in an Excel spreadsheet and refer to the specific text of the solicitation, including the solicitation section, page, and paragraph in your submission. This industry day will include opportunities for tours of HWAD facilities and One-on-Ones with the Government team. Interested participants must register in advance by completing the HWAD Industry Day 4 Company Registration Form, HWAD Industry Day 4 Individual Registration Form, and HWAD Base Access NCIC III Form. Each Company is permitted to send up to four representatives to participate in HWAD Industry Day #4. All individuals who plan to attend HWAD Industry Day 4 must submit an Individual Registration Form. Companies that submitted Company Registration Forms for a prior Industry Day are not required to submit another Company Registration Form for HWAD Industry Day #4, unless the information has changed. Individuals who submitted Base Access Forms for a prior HWAD Industry Day are not required to submit another Base Access Form for HWAD Industry Day #4, unless the information has changed or it has expired. The Government anticipates posting an updated draft RFP later this week for industry review and feedback prior to Industry Day #4. All completed forms shall be submitted electronically to John Fotos at john.g.fotos.civ@army.mil, Ashley Korves at ashley.m.korves.civ@army.mil, and Caitlyn Smith at caitlyn.l.smith3.civ@army.mil no later than noon on 17 July 2025. It is imperative to get feedback from Industry to ensure the proposed Acquisition Strategy is the right choice. The self-scoring matrix is continuously changing at this time based on the feedback received, to ensure we are capturing the necessary information while not inaccurately reducing the interest in this requirement. The Government s intention is not to reduce competition using a phased approach. The goal is to ensure all those that are capable of meeting the Government s requirements, make it to phase two. The Government understands Industry has expressed concern that some of the standards for technical experiences included in the Phase I Self-Scoring Matrix are unreasonably high. The Government requests industry submit specific examples of which standards are too high, so these standards can be re-evaluated. How would you like to be incentivized to use innovative solutions? Please include examples of any solicitations/contracts that offered good incentives for innovation. How would you like the Government to evaluate innovation in phase two? Please include examples of any solicitations that offered good incentives for innovation. The Government is currently considering use of award term options for years 11-20 as an incentive for innovative solutions. If award terms are used, the Government intends to have Offerors submit their proposed innovations and standard for triggering award of the additional option years with submission of their phase II proposals. The Government requests feedback on industry interest in using award terms to incentivize innovation. The Government is adding the attachment below to this post. The Government would like feedback regarding what new buildings/facilities, that have not been previously visited, industry would like to see on these tours.
