REQUEST FOR QUOTE CYANOBACTERIA DNA ANALYSIS INTRODUCTION This is a solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Part 12 as supplemented with additional information included in this notice. SMALL BUSINESS SET-ASIDE DESCRIPTION The U.S. Geological Survey (USGS), California Water Science Center (CAWSC), requires quantitative polymerase chain reaction (qPCR) and digital droplet PCR (ddPCR) analyses of cyanobacteria DNA as described in the attached Statement of Work (SOW). RELEVANT INFORMATION The North American Industry Classification System (NAICS) 541380, Testing Laboratories and Services, and associated size standard $19.0 million applies to this announcement, along with Product Service Code F999, Other Environmental Services. This service is subject to the Service Contract Labor Standards Wage Determinations. Wage Determination # TBD based on the contractor's location. All services will be performed at the contractor's laboratory. QUESTIONS Questions must be sent directly to elizabeth_adam@ios.doi.gov by Monday, May 25, 2026, at 10:00am PD. SUBMISSION OF QUOTES Quotes are due on Wednesday, May 27, 2026, at 10:00am PD. Quotes shall only be accepted through electronic mail addressed to the Contracting Officer at elizabeth_adam@ios.doi.gov. Quotes submitted by hardcopy or any web portal shall not be accepted or considered EVALUATION OF QUOTES Quotes will be evaluated by Tradeoff. Evaluation factors include Technical Expertise, Price, and Past Performance. Offerors are to include a technical description of the services being offered in sufficient detail to evaluate compliance with the requirements in the solicitation as seen in the Evaluation Factors (see Attachment). This may include a work plan, CV, references, or other documents as necessary. ESTIMATED PERIOD OF PERFORMANCE 07/01/2026 - 09/30/2027 Offerors shall return the following: Signed SF-18 Firm, fixed price quote Technical information including work plan System for Award Management (SAM) Unique Identification Entity (UEI) Attached Pages: - Statement of Work - Clauses and Provisions
